This release contains minor enhancements, futher code refactoring and some bugfixes.

We have unified licensing of the source code under GPLv3+, extracted core registry operations to a new library component libfred and ported C++ components to the CMake build system. There aren't any changes that would require registrars to upgrade. Webadmin (Daphne) can unblock contacts now.

We recommend to read the release notes before attempting an upgrade.
